Introduction

For any organisation, it is essential to have a skilled workforce to conduct its operations smoothly. In most of the organisations, the HR (Human Resource) department is entrusted with the duty to recruit and select employees for an organisation.  Over the course of a recruitment and selection process, an HR manager must look for competent employees which can benefit the organisation. However, hiring competent employees is easier said than done as hiring employees who will fit in the organisational culture is not an easy task (Harky, 2018). XYZ Engineering Services understands the same and therefore has asked a recruitment agency, Professional Staffing to hire employees on its behalf for a project being undertaken by XYZ Engineering Services. 

Professional Staffing has prepared this proposal to show an overview of how it will recruit and select employees. This proposal is addressed to the CEO of XYZ Engineer Services.

In order to ensure that suitable employees are hired as per the requirements, Professional Staffing suggests that prior to the starting the project, the project objectives and deliverables are agreed upon between Professional Staffing and XYZ Engineering Services.

Statement of Problem

XYZ Engineering Services is an Australia based service firm providing engineering services to the automobile manufacturing sector. One of its clients is setting up a new manufacturing plant in China. The client has asked XYZ Engineering Services to provide its engineering design services for the new manufacturing plant for which there is a need to have employees both in Australia and in China. 

Currently, XYZ Engineering Services does not have any operations in China and also lacks an understanding of talent availability in China. Therefore, XYZ Engineering Services has expressed interest in hiring Professional Staffing, an HR recruitment and talent management consulting firm to hire employees on its behalf in both Australia and China. 

Project Deliverables 

XYZ Engineering Services has been informed by its client that although the manufacturing plant will be operational for a long time, however, the engineering design services will be needed for three years only. Therefore, the client will be needing engineers on a three-year contract basis and not on a permanent basis. 

XYZ Engineering Services has estimated that it will need 10 engineers when starting the project, 6 more engineers after 6 months, and 4 engineers after 1 year of starting the project. At each stage of hiring, half of the engineers will be based in Australia and half will be based in China. 

Based on the above requirements, the deliverables for Professional Staffing are stated below-

  • Understand the requirements ( in terms of qualification and experience) for employees from the relevant stakeholders
  • Develop and present the recruitment and exit processes to the HR head of XYZ Engineering Services
  • Based on the feedback from the HR head of XYZ Engineering Services, finalise the recruitment and exit policy
  • As required (phase-wise), hire the employees in both Australia and China. However, it is necessary to ensure that all the regulatory compliances are addressed in both the countries
  • Provide needed support to the employees as well as XYZ Engineering Services, so that the employees integrate smoothly into the organisation
  • At the end of the contract, ensure that the employees have a proper exit from the organisation

For any organisation, its employees are really valuable as they can contribute by offering different attributes, values, and perspectives to the organisation. Thus, it becomes necessary that people are managed in an effective manner, so that they can bring significant benefits to the organisation (Ekwoaba et al 2015). 

The people management in any organisation is looked after by the HR department which Ramona and Anca (2013) described as to have evolved from being just a function in an organisation to now have strategic importance- For most of the organisations, the business environment in which they operate is changing at a rapid pace. Therefore, Millmore (2003) suggested that the HR department in an organisation must ensure that the human resource matches the needs as per the long-term requirements of the business environment.
