Introduction
The rapid growth of cities and the disproportionate consumption of physical and social resources are increasing sustainability issues across the globe [6]. The increase in urbanization is contributing to increased impact on the environment due to increasing traffic leading to increased carbon emissions, deforestation and increased consumption of resources such as energy, sanitation, water and use of services such as health care and education [10]. The rapid technological innovation along with smart connectivity that enables the use of Internet of Things (IoT) cam address the increased pressure related to traffic congestion, energy efficiency, waste/pollution management making the cities more sustainable [12]. To reduce the complexity of cities and its activities it is essential that they become both smart and sustainable by being more environmentally sound, socially, just and economically prosperous. There is a need to use resources in a smart way and with more efficiency by developing smart cities in order to meet the different needs of the residents of the city and to protect the surrounding environment [12]. A smart city contributes towards improving governance and enabling efficient management of infrastructure such as energy, water, housing and transportation and help achieve as good quality of life [1]. Smart city refers to an innovative city, which uses information and communication technologies and other resources to improve efficiency of urban operations, enhance life quality and ensures that the needs of present and future generations related to social, economic and environmental aspects are met [12]. Sensing is the main element of building smart infrastructure as it monitors different parameters and acts on its own intelligently using sensors [1]. Sensors are used to monitor, the infrastructure such as road, buildings, bridges, measure energy consumption, water consumption and other information and enables efficient use of resources based on collected data [7]. Sensors have to be connected in network in large numbers that provides real-time information that can be routed to central database where the intelligent decisions of controlling different systems based on the collected information is made [10]. This research analyzes the role and challenges of network sensors in building smart cities. Based on the research, solutions and future actions to address the challenges will also be proposed.

The aim of the research is to analyze the role and challenges of smart network sensors in the development of a smart city and propose solutions to address the challenges, which can be applied to Riyadh for its development as smart city.
