Introduction
Recruitment can be defined as the procedure of attracting top leading talent with right experience, right skills and right attitude (policy analysis). Recruitment and selection policy refers that the process of talent hunting starts from recruitment and it will follow by selection and continue until induction. An organization must have accurate and perfect recruitment and selection policy so that it may have the best talent across the globe. The aim of this report is to develop an HRM policy for the organization and for this purpose, Samsung is selected for the policy development and analysis. This section will demonstrate the internal and external issues that may affect the recruitment and selection policy of the organization.
Internal Issues Analysis
Internal issues are the ones on which organization have control over and which affects the recruitment functions of the organization. The internal issues refer to the following:
1.1.1.1 Organizational objectives: The organization have some objectives that they want to achieve from their recruitment and selection policy. These objectives may be vary according to the size of the organization (Abbas, 2020). In our case, Samsung has the organizational objective to attract the best talent to the organization across the globe.
1.1.1.2 HR Strategies: The organization have human resource strategies which helps them to have a competitive advantage over their competitors (Ali, 2019). Samsung have a strategy regarding recruitment and selection policy which aims toward attracting the fresh graduates and professional across the globe to bring innovation to the organization.
1.1.1.3 Ethical Treatment of Employees: Samsung always prevent any type of discrimination in their recruitment and selection policy (Basak & Khanna, 2017). The organization recruit and select the individual based on their competency not on the race, religion, culture and ethnicity they belong to.

The external issues are those factors which are beyond and cannot be controlled by the organization. Some of the external issues also affecting the recruitment and selection policy of the Samsung which are mentioned below.
1.1.2.1 Unemployment Rate: This is the element that influence the most to the recruitment and selection policy of any organization. The unemployment rate increases when the organization are not providing job opportunities but there is consistent supply of fresh graduate in the region (KRANTHI, 2019). Samsung have contributed to minimize the unemployment rate in the region where they are operating but still it is the major external issue they are facing while developing recruitment and selection policy.
1.1.2.2 Labour Market: The condition of employment where organization operated will affect the recruitment and selection procedure of the organization. For example, Samsung operates in Vietnam which has low unemployment rate and the same organization if operates in Egypt where unemployment rate is high. So, the policies of recruitment and selection for both the region will be different (McDonald, 2018).
1.1.2.3 Supply and Demand: The availability of skilled workforce both outside and within the organization is a crucial factor of recruitment and selection policy of the organization. Samsung always try to balance the supply and demand of the manpower through its effective policies regarding recruitment and selection.

The high priority issues are those which needs to be respond as quickly as possible because it affects the performance of the organization in negative way. The report has identified one issue from each internal and external factors which are costing and anti-discrimination respectively. The reason for selecting these issues is that reducing the cost is the ultimate objective of any organization and to reflect the goodwill of the organization, it is important to address the issue of discrimination at every phase of recruitment and selection policy.
Policy Problem
Though Samsung has the effective recruitment and selection policy, but there is need to amend some section of their policy regarding outsourcing and adopting effective methods to reduce the cost of recruitment. On the other hand, discrimination section of the Samsung’s recruitment policy also needs to be amended as they are expanding their business into different regions of the world.
