Infrastructure planning requires outlining the key facilities and services that are required by the event as the major resource. The careful infrastructure planning requires detailed sourcing and process of streamlining transport plan, toilet facilities, waste management, temporary structures, entertainment, catering & feed stations and rest stops (Queensland Government, 2019). Sustainable Transport Planning:
Although the management would be trying to encourage the participants to reduce the usage of private cars by offering discounts on car sharing mode, this might be unpractical. The management must prepare the plan for transportation to be approved by Department of Transport and Main Roads supervised by Queensland Government (Queensland Government, 2020a). A written approval will be required from Queensland Police Service and the private/public authorities responsible for the roads that the event participants and attendees would use.
The objective of the current event transport plan and the planning is outlined below:

Challenge: Offering free bike valet service for encouraging the attendees to ride to the festival instead of driving to it for reducing carbon footprint.

Outcome Expected:
The bikes checked-in will be dependent upon the weather. As a total of 2000 attendees are expected to be present at the event, so storage of 1000 bikes per day will be offered through free bike valet service. The service is popular with families and the older generation, thus it will be suitable for them. Local business support for the vendors who rent out the bikes for riding will be extended to the nearby areas.
Also, the company will be responsible for providing the full information to all the participants – including the information concerning train/bus/car possibilities to the venue. The following shuttle services will be provided for the participants of canoe racing only.
Sanitation & Public Facilities
As there is no water availability on the event location, the company will be responsible for providing the toilets, waste control and help points throughout the access period of event. All the required sanitary installations at the venue shall meet the Temporary Structures standards issued by Queensland Development Authority (Brisbane City Council, 2020). Separate sanitary installations will be required for the following categories:
- Participants of canoe racing
- Jury/Officials
- Spectators
An adequate number of toilets will be available for the 2000 attendees. A licensed transport vendor of potable water will also be hired delivered at the venue ranging from 10,000 ltrs to 28,000 ltrs. The number of toilets required for the event is 27 in total for females and males excluding the 14 hand basins and 15 urinals (see standard below). Hence, a total of 30 standard portable toilets will be installed at the event given the COVID-19 risks and associated hygiene requirement. Sanitizers and disinfection sprays will be installed in the facilities for providing extra hygienic measures to the attendees given the risks of COVID-19 transmission (International Triathlon Union, 2020).

In addition to the toilets, one sanitary bin per female toilet, sanitary napkins, cleaning supplies, separate toilet and basins for food handlers, one unisex toilet and 5 disability toilet facilities (in accordance with building code of Australia) should be provided (ABCB, 2018). Note that 1 urinal space takes upto 1.6 meters in the portable toilets. The Queensland City Council requires the event managers to acquire building approvals for any temporary structure that are more than 100 sq meters but less than 500 sq meters (Brisbane City Council, 2020). All the temporary structures are required to be constructed in accordance with the Australian Standards and must not be left unattended without the signage and security staff. In the given COVID-19 pandemic, the Government has also issued two principles applicable to grandstands and stadium seating i.e. allocating the grandstand seating with atleast 1.5 m distance between seats and having alternative rows empty and monitoring the grandstand seating for ensuring sufficient distance between the seating during the event (Queensland Tourism Industry Council, 2020). Similarly, for the amusement rides, the organizers must opt-in to the Australian Attractions COVID Safe Industry Plan by providing alcohol based sanitizers at entry and exit points of all rides, ensuring one-way flow of traffic to rides, wiping-down the equipment with disinfectants and monitoring the physical distancing in queues (Queensland Tourism Industry Council, 2020).
The grandstands will be hired on rent from Bench Mark Scaffolding Company in Queensland. The grandstand would be rented out for $3,000 (including GST) (Event Equipment Hire, 2020). The grandstand would comfortably seat 190 people but given the COVID-19 guidelines, alternative seating would allow one grandstand to be seated by 100 people. Hence, the grandstand with 13.5m L x 4.7m H and 4.95m D will be rented. A total of 20 grandstands will be hired costing total $54,000/day of event (Event Equipment Hire, 2020).
For the live music concert, The Rock Factory Company will be contacted for stage hire, sound hire, and audio visual hire and lightening hire. A large covered stage (7.2m by 6m at 90cm h) covered with 6x6m Marquee setup will be hired at $1600 (including sound system and 2 extra wings). Lightening package of $1000/day will be taken from The Rock Factory as well for three days event. (The Rock Factory, 2020)
Under Brisbane City Council Guidelines (2020), the event will promote itself in large font and with sign language interpretation, hearing loop and wheelchair-accessible seating. Accessible parking locations, adjacent kerb ramps for wheelchairs and prams, pathways & gentle slopes for accessible routes, signs with good color contrast, large font maps, unisex toilet, PWD & ambulant toilets, accessible reception desk for wheelchair attendees, ramps & lifts for the stages and appropriate slopes, wide doors, hearing loops, Auslan language and powerpoint presentation about event activities in audio description for vision-impaired persons will be provided by the company during 3 days (Brisbane City Council, 2020).
The rides will be given on contract basis to Kay-Dee Promotions that shall setup its amusement ride on the Sunshine Coast. The profit sharing basis of 50% will be maintained on all the ride ticket sales. All the miscellaneous expenses shall be borne by the Kay-Dee Promotions itself (Kay Dee, 2020).
